INFORMATION TECHNOLOGY SERVICES SKILL CATEGORY DESCRIPTIONS

PROGRAM MANAGER

MINIMUM/GENERAL EXPERIENCE: 8 years of specialized experience, including two years managing a staff of 10 or more, as manager of projects involving analysis, design and implementation of complex systems such as information processing and communications to include direct supervision of systems design and development and responsibility for contract administration and personnel scheduling. 

FUNCTIONAL RESPONSIBILITIES: Manages overall contract effort. Serves as the contractor's authorized interface with the Government Contracting Officer (CO), the Contracting Officer's Technical Representative (COTR), government personnel and customer agency representatives. Responsible for formulating and enforcing work standards, assigning of contractor work schedules, and the review work discrepancies. Supervise contractor personnel, and communicate policies, purposes, and goals of the organization to subordinates. Responsible for the management of the entire project and the assigned staff. Responsible for coordinating all project administrative matters with the Contracting Officer's Representative.

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Electrical Engineering or Computer Science or related technical field is required. Advanced professional education and training in management principles and practices are desirable.

 

PROJECT MANAGER/LEADER

MINIMUM/GENERAL EXPERIENCE: Minimum of 6 years progressive experience in information systems technical support services. General understanding of and experience in system engineering, development, and operation activities involved in supporting large and complex information technology environments. Minimum three years experience in project management of complex systems engineering and support efforts involving a wide variety of hardware, software, and communications component. 

FUNCTIONAL RESPONSIBILITIES: Directs all financial management and contract/subcontract administrative activities, such as budgeting, manpower and resource planning, and financial reporting. May perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues which would require a report and recommend solutions. Prepare charts, tables, graphs, and diagrams to assist in analyzing problems. 

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Electrical Engineering or Computer Science or related technical field is required. Advanced professional education and training in management principles and practices are desirable. 

 

PROJECT SPECIALIST

MINIMUM/GENERAL EXPERIENCE: Three years experience in conducting and supporting financial and administrative activities of a large project involving information systems engineering, integration, and operation tasks. Experience in budgeting, manpower and resource allocation, and financial reporting. Experience in spreadsheet, word-processing, and presentation graphics packages. 

FUNCTIONAL RESPONSIBILITIES: Under guidance, directs some activities related to financial and administrative functions, such as budgeting, manpower and resource planning, and financial reporting. May research and report on contractual issues. 

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Business Administration, Accounting, Economics, or Finance.

 

SENIOR BUSINESS PROCESS REENGINEERING SPECIALIST

MINIMUM/GENERAL EXPERIENCE: Requires minimum of 4 years experience in BPR methodologies to define improvements and new initiatives for client mission critical systems. Must have modeled the activities, workflows, and data used in client processes, developed measurement criteria, eliminated no-value added activities, and developed new process prototypes. Experience in the use of Computer Aided Software Engineering (CASE) tools to generate process prototypes is required. Strong client communication skills are required. 

FUNCTIONAL RESPONSIBILITIES: Use the BPR methodology in conjunction with Computer Aided Software Engineering (CASE) tools to support a disciplined approach to developing process and data models and capturing information needed for the development of system prototypes that define the improved business process. 

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Electrical Engineering or Computer Science or related technical field is required; Master’s degree preferred.

 

SENIOR SYSTEMS ENGINEER

MINIMUM/GENERAL EXPERIENCE: At least 8 years experience with progressively more difficult systems development responsibility including a minimum of 6 years of systems analysis including acting as lead analyst for development of and information system. This position requires a sound and thorough theoretical and practical knowledge of automation systems. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. Previous work with other federal government agencies is desirable. 

FUNCTIONAL RESPONSIBILITIES: Performs activities associated with the design and implementation of information system. Analyzes, designs, integrates, documents automation systems and micro systems and applications. Performs tasks involved with the integration of electronic processes or methodologies to resolve total system problems, or technology problems as the relate to customer requirements. Analyzes information security requirements. Applies analytical and systematic approaches in the resolution of problems of work flow, organization, and planning. Directs and assists system engineers in the application of IT principles to the solution of secure systems design problems. 

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics, engineering, statistics, operations research, accounting, business administration or computer related field. Ten years directly related experience in information analysis may be substituted for the educational requirement.

 

SYSTEMS ENGINEER

MINIMUM/GENERAL EXPERIENCE: At least 5 years experience with progressively more difficult systems development responsibility including a minimum of 2 years of systems analysis for a complex information system. This position requires an understanding of theoretical and practical knowledge of automation systems. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. Previous work with other federal government agencies is desirable. 

FUNCTIONAL RESPONSIBILITIES: Performs activities associated with the design and implementation of information system. Analyzes, designs, integrates, and documents automation systems, micro systems and applications. Performs tasks involved with the integration of electronic processes or methodologies to resolve total system problems, or technology problems as the relate to customer requirements. Conducts scientific and statistical analysis. Performs comparative analysis of commercial software packages. Applies analytical and systematic approaches in the resolution of problems of work flow, organization, and planning. Directs and assists system engineers in the application of IT principles to the solution of secure systems design problems.

 

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics, engineering, statistics, operations research, accounting, business administration or computer related field. Eight years directly related experience in information analysis may be substituted for the educational requirement.

 

SENIOR SYSTEMS ANALYST

MINIMUM/GENERAL EXPERIENCE: At least 6 years experience in providing information expertise to large scale computer systems including recommendations for selecting operating systems, telecommunications, hardware, and software. This position requires 3 years experience with trusted operating systems and providing direction and oversight to junior system analysts. This position requires a practical knowledge of automation systems and skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. 

FUNCTIONAL RESPONSIBILITIES: Works on intense, complex application problems involving all phases of systems analysis to provide solutions. Provides technical support for secure software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards. Based on a review of current policy, doctrine and regulations, provide recommendations for consolidating or developing policy and procedures at the mid-management level. Applies knowledge of current policy at the national structure, roles of major organizations how they interrelate and interact, and shortcomings in this structure. Reviews and recommends solutions to customer problems based on an understanding of how products and services interrelate and support the mission and the viewpoints of the consumers of those products and services. Analyzes and recommends resolution of problems based on knowledge of the major products and services, an understanding of their limitations, and a working knowledge of the disciplines. 

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics or computer related field, Master’s degree preferred. Four years directly related experience in systems security may be substituted for the educational requirement.

 

SENIOR MICROCOMPUTER SYSTEMS ANALYST

MINIMUM/GENERAL EXPERIENCE: Requires minimum 6 years experience in microcomputer hardware and software support with hands-on experience with variety of PC hardware and software products. Expertise with DOS, Windows 3.x and 95, and office automation suites (e.g., MS-Office, WordPerfect Office, Lotus Smart Suite) Demonstrated experience with IBM clone 80X86 hardware and peripherals and associated drivers. 

FUNCTIONAL RESPONSIBILITIES: Performs as the senior technical specialist in the hardware and software specification, configuration, set-up, burn-in, installation, and troubleshooting of microcomputer platforms. Also performs the same duties for all microcomputer-related peripherals such as printers, plotters, modems, scanners, etc. including device drivers. Assists help desk staff in troubleshooting, diagnosis, and repair of microcomputer related failures. Conducts on-one-on training and on the job assistance to users. 

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Electrical Engineering or Computer Science or related technical field is required. Advanced professional education and training in microcomputer hardware/software are desirable.

 

COMPUTER SYSTEMS ANALYST

MINIMUM/GENERAL EXPERIENCE: At least 5 years experience in providing information security expertise to large scale computer systems including recommendations for selecting operating systems, telecommunications, hardware, and software. This position requires 2-3 years experience with trusted operating systems and providing direction and oversight to junior system analysts. This position requires a practical knowledge of automation systems and skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. 

FUNCTIONAL RESPONSIBILITIES: Works on moderately complex application problems involving all phases of systems analysis to provide solutions. Provides technical support for secure software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards. Analyzes network and computer communications hardware characteristics for requirements. Assists and coordinates with communications network specialists in the area of communications hardware. SOFTWARE ENGINEER

MINIMUM/GENERAL EXPERIENCE: At least 5 years experience in providing software engineering expertise to large scale computer systems including recommendations for selecting operating systems, telecommunications, hardware, and software. This position requires a practical knowledge of automation systems and skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. 

FUNCTIONAL RESPONSIBILITIES: Performs moderately complex analysis, design, development, testing and debugging of computer software. Activities range from operating system architecture integration and software design to recommendation of products. SENIOR APPLICATIONS PROGRAMMER

MINIMUM/GENERAL EXPERIENCE: At least 6-8 years experience with progressively more difficult applications development responsibility including a minimum of 3 years of applications development using COTS RDBMS packages. This position requires 2 years experience with interpreting complex data models and user requirements and providing direction and oversight to junior applications programmers. This position requires a practical knowledge of automation systems. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. Previous work with other federal government agencies is desirable. 

FUNCTIONAL RESPONSIBILITIES: Analyzes user requirements and design specifications. Develops block diagrams and logic flow charts. Translates detailed process and data models into interface and applications design. Interfaces applications with system security features and services. Develops mission unique security functions (e.g. guards, downgrades, information fusion capability, etc.). Prototypes new secure system applications to demonstrate feasibility. Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program- and user-level documentation. Enhances software to reduce operating time or improve efficiency. Provides technical direction to less experienced programmers. 

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics or computer related field. Ten years directly related experience in applications development may be substituted for the educational requirement.

 

APPLICATIONS PROGRAMMER

MINIMUM/GENERAL EXPERIENCE: At least 4 years experience with progressively more difficult applications development including a minimum of 1 year of applications development using COTS RDBMS packages. This position requires an understanding of automation systems. Requires skills in verbal and written communications. Experience with interpreting complex data models is desirable. 

FUNCTIONAL RESPONSIBILITIES: Interprets user requirements and design specifications.  Understands block diagrams and logic flow charts. Interprets detailed process and data models into interface and applications design. Interfaces applications with system security features and services. Implements mission unique security functions (e.g. guards, downgrades, information fusion capability, etc.). Implements new secure system applications to demonstrate feasibility. Implements test procedures and refines the computer software to produce the required product. Writes required documentation, including both program- and user-level documentation. Enhances software to reduce operating time or improve efficiency.

SENIOR SYSTEM PROGRAMMER

MINIMUM/GENERAL EXPERIENCE: At least 5 years experience in systems programming on large scale computer systems including recommendations on operating system selection, operating system maintenance, modifications, definition and resolution of operating system malfunctions. This position requires 2 years experience with trusted operating systems and providing direction and oversight to junior system programmers. This position requires a practical knowledge of automation systems. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. 

FUNCTIONAL RESPONSIBILITIES: Responsible for systems programming functions dealing with the overall operating system or complex subsystems of the operating system. Develops specifications for extremely complex system programming activities. Creates and/or maintains trusted communications software, data base packages, trusted Data Base Management Systems, compilers, assemblers, and utility programs. Modify existing and create special-purpose trusted software or prototypes and ensure systems security, efficiency and integrity. 

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics or computer related field. Eight years directly related experience in systems programming may be substituted for the educational requirement. 

 

SYSTEM PROGRAMMER

MINIMUM/GENERAL EXPERIENCE: At least 3 years experience in systems programming on large scale computer systems including operating system maintenance, modifications, definition and resolution of operating system malfunctions. This position requires 1-years experience with trusted operating. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. 

FUNCTIONAL RESPONSIBILITIES: Responsible for implementing systems programming functions dealing with the overall operating system or complex subsystems of the operating system. SENIOR DATABASE MANAGEMENT SPECIALIST

MINIMUM/GENERAL EXPERIENCE: At least 5 years experience in database administration on large scale computer systems including implementation of major version change with COTS RDBMS. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. Two years experience with trusted databases is desirable. 

FUNCTIONAL RESPONSIBILITIES: Manages the development of data base projects. Plans and budgets staff and data base resources. As necessary, reallocates resources to maximize benefits. Prepares and delivers presentations on Data Base Management Systems (DBMS) concepts. Provides daily supervision and direction to support staff. Evaluates and designs existing or proposed systems to structure and access data bases. Analyzes data base requirements of the user department, applications programming and operations for all requirements. Submits recommendations for solutions which require definition of the physical structure and functional capabilities of data bases and require data security and data backup/recovery specifications. Proposes detailed specifications and flowcharts and coordinates installation of revised or new systems.

DATABASE MANAGEMENT SPECIALIST

MINIMUM/GENERAL EXPERIENCE: At least 3 years experience in database administration on large scale computer systems including implementation of major version change with COTS RDBMS. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. One year’s experience with trusted databases is desirable. 

FUNCTIONAL RESPONSIBILITIES: Evaluates and designs existing or proposed systems to structure and access data bases. SENIOR PORTAL ENGINEER

MINIMUM/GENERAL EXPERIENCE: Eight years of experience in Internet development and enterprise applications. Experience in database design in complex environments, distributed systems and client-server computing, object-oriented design and programming, networking and database technologies, and information security issues. Demonstrable experience in projects involving a combination of two or more of the following languages: Visual Basic, C/C++, COM, Java, Java Server Pages, Active Server Pages (ASP), ADO, VBscript, XML, HTML, JavaScript, CORBA, SQL/Stored Procedures. Experience coding on Unix and NT platforms. Experience with environments: web-based systems, legacy systems integration, and middleware technologies, enterprise portal experience in Plumtree, Viador, CA Jasmine, Sybase or Oracle Databases, Oracle, MS SQL 7.0. 

FUNCTIONAL RESPONSIBILITIES: Leads teams to provide clients with browser-based interfaces to their disparate corporate information. Supervises full development lifecycle including specification gathering; requirements definition, designing system architectures; developing custom tools and integrating enterprise applications into enterprise information portals. The resulting integration provides clients with browser-based interfaces to their disparate corporate information/systems. 

MINIMUM EDUCATION: Bachelor's Degree in Computer Science or related field. Exceptions made dependent on experience. 

 

PORTAL ENGINEER

MINIMUM/GENERAL EXPERIENCE: Five years of experience in Internet development and enterprise applications. Demonstrable experience in a combination of two or more of the following languages: Visual Basic, C/C++, COM, Java, Java Server Pages, Active Server Pages (ASP), ADO, VBscript, XML, HTML, JavaScript, CORBA, SQL/Stored Procedures. Experience coding on Unix and NT platforms and GUI and familiarity with multi-threaded server programming. Experience with: Web-based systems, legacy systems integration, security issues and middleware technologies, Enterprise Portal experience in Plumtree, Viador, CA Jasmine, Sybase or Oracle Databases, Oracle, MS SQL 7.0. 

FUNCTIONAL RESPONSIBILITIES: Works on teams to provide clients with browser-based interfaces to their disparate corporate information. Gathers specifications and defines scope of work. Installs portal framework on NT or Unix based servers; develops custom tools and integrates enterprise applications into Enterprise Information Portals. The resulting integration provides clients with browser-based interfaces to their disparate corporate information. 

MINIMUM EDUCATION: Bachelor's Degree in Computer Science or related field. Exceptions made dependent on experience. 

 

SENIOR FIELD ENGINEER

MINIMUM/GENERAL EXPERIENCE: Requires 8 years experience in general computer and communications hardware and software configuration, installation, test, and troubleshooting. Must possesses specific skills and expertise in the customer’s suite of installed hardware and software. Requires excellent written and oral communications skills. Also, requires a working knowledge of various test equipment used in computer and communications industry. 

FUNCTIONAL RESPONSIBILITIES: Performs field installation, configuration, and troubleshooting of computer hardware and software components in large and complex automation environments. The types of hardware and software range from minicomputers and microcomputers to networking and communications equipment, and computer peripherals. The field engineer supports new installations and adds, moves, and changes to existing environments. The field engineer will also be dispatched by help desk personnel to troubleshoot and repair faulty computer and communications equipment. 

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Electrical Engineering or Computer Science or related technical field is required. 

 

COMMUNICATIONS NETWORK MANAGER

MINIMUM/GENERAL EXPERIENCE: Requires a minimum of eight years general experience in communications network life cycle management from planning and analysis, through design and implementation, to implementation and support. Requires a thorough knowledge of local and wide area network communications standards, protocols, and technologies. 

FUNCTIONAL RESPONSIBILITIES: Analyzes network and computer communications hardware characteristics and recommends equipment procurement, removals, and modifications. Adds, deletes and modifies, as required, host, terminal, and network devices. Directs and coordinates with communications network specialists in the area of communications hardware and software. Analyzes and implements communications standards and protocols according to site requirements. 

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics or computer related field. Five years directly related experience in computer network communications may be substituted for the educational requirement.

 

SENIOR NETWORK ENGINEER

MINIMUM/GENERAL EXPERIENCE: Eight (8) years experience in network systems life cycle development and management practices. Must possess hands-on, technical experience in the past five years in conducting requirements analysis, system design, implementation planning, and deployment of complex, multi-protocol, multi-site, large network systems. Requires hands-on experience and formal training in communications standards such as Ethernet, token ring, FDDI, Fast Ethernet, ATM, synchronous and asynchronous communications implemented using a wide variety of media to include optical fiber, coax, and twisted-pair cabling. Also, requires knowledge and experience in IPX/SPX, TCP/IP, SNMP, RIP, and RMON. Must have hands-on technical experience in network hubs, routers, bridges, file servers, and network operating systems such as Novell, Windows NT, and Banyan Vines. Last three years of experience must be in leading a team of network engineers and technicians in the analysis, design, implementation planning, installation, and deployment of large, complex, and multi-site computer and communications networks. Three years supervisory experience is required. 

FUNCTIONAL RESPONSIBILITIES: Applies knowledge of network protocols, architectures,

equipment, services, standards and technology to various system engineering activities. Performs threat and vulnerability analyses of various network architectures, access configurations and hardware/software components. Develop appropriate security requirements and impact operations plans for existing and emerging technologies and services.

NETWORK ENGINEER

MINIMUM/GENERAL EXPERIENCE: Five (5) years experience in network systems life cycle development and management practices. Must possess hands-on, technical experience in the past five years in conducting requirements analysis, system design, implementation planning, and deployment of complex, multi-protocol, multi-site, large network systems. Requires hands-on experience and formal training in communications standards such as Ethernet, token ring, FDDI, Fast Ethernet, ATM, synchronous and asynchronous communications implemented using a wide variety of media to include optical fiber, coax, and twisted-pair cabling. Also, requires knowledge and experience in IPX/SPX, TCP/IP, SNMP, RIP, and RMON. Must have hands-on technical experience in network hubs, routers, bridges, file servers, and network operating systems such as Novell, Windows NT, and Banyan Vines.

FUNCTIONAL RESPONSIBILITIES: Applies knowledge of network protocols, architectures, equipment, services, standards and technology to various system engineering activities. Performs threat and vulnerability analyses of various network architectures, access configurations and hardware/software components. Develop appropriate security requirements and impact operations plans for existing and emerging technologies and services.

SENIOR NETWORK INSTALLATION/SUPPORT TECHNICIAN

MINIMUM/GENERAL EXPERIENCE: Minimum of eight years experience in network systems installation and support. Requires hands-on experience in installation, configuration, set-up, and maintenance of network equipment such as hubs, routers, switches, bridges, gateways, etc. Must have a good understanding of network technologies, protocol, and vendors’ equipment. 

FUNCTIONAL RESPONSIBILITIES: Responsible for installation, testing, and maintenance of network hardware and software to include hubs, switches, routers, bridges, file servers, gateways, modems, etc. Performs hands-on implementation of communications networks. Implements complete end-to-end system installation and testing of network systems. Performs adds, moves and changes to network equipment. 

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Electrical Engineering or Computer Science or related technical field is required. Advanced professional education and training in networking principles and practices are desirable. 

 

CABLING ENGINEER/TECHNICIAN

MINIMUM/GENERAL EXPERIENCE: This position requires three (3) or more years of hands on experience in cable and network wiring. Incumbent must possess the ability to test and verify cabling from faceplate to premise patch panel. Requires experience in coaxial, twisted-pair, and optical fiber cabling technologies and standards. Requires basic understanding of and experience in networking technologies and standards.

FUNCTIONAL RESPONSIBILITIES: Responsible for installation, testing, and maintenance of physical cable plant. Performs hands-on implementation of cable plant. Implements complete end-to-end system terminations. Removes and de-installs legacy cabling as part of system maintenance. 

MINIMUM EDUCATION: Minimum three (3) years of hands on experience of installation and testing of fiber and copper cable, both in-building and outside plant.

  

OPERATIONS MANAGER

MINIMUM/GENERAL EXPERIENCE: Requires 10 years hands-on experience in computer hardware, software, and networking technologies with at least 5 years in a large computer or data center environment. Last 3 years of experience must be in a supervisory capacity. Understanding of computer and data center operations, procedures, and automated tools is required. Also, a through understanding of hardware and software maintenance agreements is required. Requires excellent oral and written communications skills.

 FUNCTIONAL RESPONSIBILITIES: Responsible for the overall operation and administration of a computer and data center that provides uninterrupted, reliable, and quality computer and communications service to the user community. Manages the computer and data center operations; reviews, negotiates, and enforces maintenance agreements; generates end-user surveys and solicits input from the user community; ensures all systems and communications links are available, reliable, and in highest operating condition at all times; reviews skill levels and skill mix of computer center staff and coordinates training; coordinates rotation schedule of staff; and reports on computer center operational status and provides metrics to COTR.

Requires knowledge of computer operating procedures, production scheduling and reporting, basic systems maintenance, and support of user and system development communities. 

FUNCTIONAL RESPONSIBILITIES: Ensures efficient operation of a multi-computer site that supports database analysis, data base report production, and system development, by local and remote users. Coordinates system resource availability with database analysts, system and application programmers, and other users. Provides advice and assistance to users on equipment operation, to include data communications. Ensures site compliance with electronic and physical security procedures and standards.

Requires knowledge of computer operating procedures, production scheduling and reporting, basic systems maintenance, and support of user and system development communities.

SYSTEMS ADMINISTRATOR

MINIMUM/GENERAL EXPERIENCE: At least 3 years experience in systems administration on large scale computer systems including implementation of major version change with COTS RDBMS. Requires skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers. One year experience with trusted databases is desirable.

FUNCTIONAL RESPONSIBILITIES: Performs functions necessary to maintain overall security responsibility for the entire multi-user system. This includes major system level functions such as adding and deleting users, allocating resources, and backing up the system. Grants system access through user Ids and passwords. Works very closely with the database administrator and the systems programmers.

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics or computer related field. Five years directly related experience in database administration, data administration, or systems programmer may be substituted for the educational requirement.


HELP DESK MANAGER

MINIMUM/GENERAL EXPERIENCE: Requires 10 years hands-on experience in computer hardware, software, and networking technologies with at least 5 years in a Help Desk Environment. Last 3 years of experience must be in a supervisory capacity. Understanding of help desk operations, procedures and automated tools is required. Also, a through understanding of service-level agreements is required. Requires excellent oral and written communications skills. 

FUNCTIONAL RESPONSIBILITIES: Manages the help desk operations; reviews and enforces service-level agreements; generates end-user surveys and solicits input from the user community; reviews skill levels and skill mix of help desk staff and coordinates training; coordinates rotation schedule of staff; and reports on help desk status and provides metrics to COTR.

HELP DESK SPECIALIST

MINIMUM/GENERAL EXPERIENCE: Requires a minimum of five years experience and a wide range of skills and knowledge in computer hardware and software, as well as networking systems in use at customer site, including COTS applications packages; Novell, Windows NT Server, and Banyan network operating systems; DOS, UNIX, Windows 3.11, Win95, and Windows NT desktop operating systems, 80X86 microcomputer hardware. Requires experience in the set-up, configuration, use and troubleshooting of computer hardware and software. Experienced and trained in the operation and day-to-day activities of a Help Desk supporting enterprise-wide networks. Trained and certified in automated help desk management systems.

FUNCTIONAL RESPONSIBILITIES: Responsible for providing telephone support to end-user community on hardware, software and network related problems, questions, and use. Provides first level problem resolution on the telephone with users; walks the user through a series of steps to determine problem and classify level, priority, and nature of problem. If not able to diagnose problem and/or problem requires physical interaction with end-user dispatches field engineers from appropriate team. Opens, tracks and closes trouble tickets; ensures problem ownership and promotes end-user satisfaction; tracks activities of field engineers to whom tickets were assigned. 

MINIMUM EDUCATION: Bachelors level degree from accredited university or college in Computer Science or related technical field is required.

 

SENIOR COMPUTER SYSTEMS SECURITY SPECIALIST

MINIMUM/GENERAL EXPERIENCE: At least 4-7 years experience in providing information security expertise to large scale computer systems including recommendations for selecting operating systems, telecommunications, hardware, and software. This position requires 2 years experience with trusted operating systems and providing direction and oversight to junior system analysts. This position requires a practical knowledge of automation systems and skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers.

FUNCTIONAL RESPONSIBILITIES: Analyzes user requirements and system capabilities to insure all aspects of physical security, personnel security, procedural security, hardware/software security, emanations security (TEMPEST), and communications security for stand-alone systems, mainframe systems (and their associated connecting terminals), and client/server systems are examined for Multilevel Security (MLS) systems and non-MLS systems. Must insure that current NTIS or DOD computer security guidelines and regulations are addressed in the system life cycle development.  

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics or computer related field. Five years directly related experience in computer security may be substituted for the educational requirement.

 

COMPUTER SYSTEMS SECURITY SPECIALIST

MINIMUM/GENERAL EXPERIENCE: At least 3 years experience in providing information security expertise to large scale computer systems including recommendations for selecting operating systems, telecommunications, hardware, and software. This position requires a practical knowledge of automation systems and skills in verbal and written communications. It also requires initiative, imagination, analytical ability and the ability to deal tactfully and effectively with customers.

 FUNCTIONAL RESPONSIBILITIES: Analyzes and defines INFOSEC security requirements for Multilevel Security (MLS) systems and non-MLS systems. Designs, develops, engineers, and implements solutions to MLS and non-MLS requirements. Gathers and organizes technical information about an organization's missions, goals, and requirements, existing security products, and ongoing programs in the INFOSEC arena.

MINIMUM EDUCATION: Bachelors level degree from an accredited university or college is required in computer science, electronics, mathematics or computer related field. Three years directly related experience in computer security may be substituted for the educational requirement.

 

SENIOR TECHNOLOGIST

MINIMUM/GENERAL EXPERIENCE: Over 7 years technical experience, including design and implementation, user support and troubleshooting. Solid foundation in technology and implementation. Extensive knowledge of computers, network hardware and software applications. Demonstrated successful technical consulting, and applications development support for information technology and eBusiness clients. 

FUNCTIONAL RESPONSIBILITIES: Work with enterprise clients and the engagement team in the role of technical lead. Develop technical requirements and specification documents, deliver design and architecture solutions; supervise technical staff. Provide technical consulting, expert guidance and direction. Responsible for the operational integrity of the solution and for ensuring that the technical solution meets business requirements. 

MINIMUM EDUCATION: Master’s degree.

 

TECHNOLOGIST

MINIMUM/GENERAL EXPERIENCE: Less than 7 years lead technical experience. Demonstrated strong technical skills including design and management of research protocols and plans, full product and project planning, development and implementation, user support and troubleshooting. Experience in developing technology strategy and implementation. Extensive knowledge of computers, network hardware and software applications. Demonstrated successful applications development support for information technology and eBusiness clients.

FUNCTIONAL RESPONSIBILITIES: Work with enterprise clients to develop technical requirements and specification documents, deliver design and architecture solutions. Assist clients in implementation phase.

MINIMUM EDUCATION: Bachelor's degree. 

 

RESEARCH ANALYST

MINIMUM/GENERAL EXPERIENCE: At least 5 years of experience as a product manager in industry or as a senior analyst with a market research firm working in eBusiness. Strong analytical, organizational and oral and written communication skills.

 FUNCTIONAL RESPONSIBILITIES: Measures industry benchmarks for the cost and value of new products and services, outsourcing/co-sourcing, best practices and standard service levels in eBusiness, including electronic messaging, network services, directory services, portals/EIP, content management and Web optimization. Duties may include gathering primary information regarding an assignment through in-person and telephone interviews with appropriate industry participants. Assembles and analyzes information collected, and prepares findings for client presentations. Helps clients make better informed decisions by identifying market trends, emerging standards and common practices in areas such as outsourcing, enterprise directory services, e-commerce for procurement processes, Web services, intranets, email handlers, knowledge management, ERP and other critical infrastructure and application areas.
